Sorry for the delay, I'm still unburying things that got burried by
UROP hiring....

We need to note that the jobs dir must be moved while the master is
shutdown on both machines, so it doesn't change.
I'd also like to see an explanation of what happens to running jobs on
a slave when the slave re-reads the config file.
I don't see any major flaws in the concept tho.
