Do we have a method for making sure tapes labeled ing crippled mode
don't conflict with tapes that exist in the db? This is necessary so
that when the db comes back up there isn't a conflicting label to add,
and so that you can't accidently overwrite a tape by labeling a clean
tape and then mounting an existing tape with the same label that has
valid data.
