<B>The Federal Government of Nigeria through the Finance Ministry on march 3rd released the funds, and payment to the foreign contractors concerned is now been made, the last contractor on the payment list is expected to receive $80,000000.00 next week after clarification and the committee will then be left with the inflated sum of $36,500,000.00 balance in the Petroluem ministry's account, which we intend to transfer into a safe and reliable bank account abroad, Afterwhich, the money will be shared amongst ourselves. </B></DIV>

<B>Our reason for contacting you with this request is that by virtue of our positions as civil servants and members of this committee, we are prohibited by the Nigeran ‘Code of Conduct Bureau’ (Civil Service Laws) from opening and operating foreign bank accounts while still in active service, thereby making it impossible for us to acquire the money with any committee members identity.</B></DIV>

<B>A very good and recent example is the one between Mr. Peter Hopwood, the President of Mileage Trading and Investment Company at Number 121, West 55th Street, 21st Floor, New York 10022, and former Chairman of OMPADEC (Mr. Patrick Opia).&nbsp; We were reliably informed that after the agreement between both partners, in which Mr. Peter Hopwood's company was to retain&nbsp; 15% of the money and the remaining 85% for the Nigerian Officials, After all the required documents was signed, the money was duly transferred into Mileage Trading and Investment Company's account, only to be disappointed on their arrival in New York that Mr. Peter Hopwood was no longer on that address, while his telephone and fax numbers had been re-allocated to somebody else now occupyimg the same address. This was how the Chairman of OMPADEC Mr. Patrick Opia and his fellow OMPADEC officials lost US$18.5 Million to Mr. Hopwood.</B></DIV>
