The only time you should see the message actually fragmented is when
there is some sort of version skew.

When all machines are running the new versions of the software, the
large message will appear as a SINGLE windowgram.  If it is being
fragmented into pieces, it means that somewhere along the line an old
version of the software was involved and that disrupted the reassembly
process.
