re. exposure levels for zephyr

The current set of zephyr exposure levels is insufficient. It
is impossible to specify that you do not wish to be announced at all but
wish to be visible to the net. The levels should be arranged as
follows:
none - no zephyr service at all (i.e., no exposure)
opstaff - not announced at all, not visible except to opstaff
realm-visible - visible to the realm, not announced
realm-announced - visible to the realm, announced to the realm
net-visible - visible to the net, not announced
net-announced - visible to the net, announced to the net
realm-announced-net-visible - obvious
I am making the assumption in these levels that you would not want to
announce being logged in to more people than can locate you. It is not
clear that the last level (realm-announced-net-visible) is very useful,
but I have included it for completeness. Note that level none means
that zwgc will not recieve ANY notices not just that your location is
invisible to opstaff.
I find this setup much more intutive than the current setup which has
net-visible announcing to the realm... Comments?
