multiple servers?

I am trying to set up zephyr out here with four different servers, one in our
department, and three in other departments.
For some reason, if I start zhm like this:
zhm otherdept1 otherdept2 otherdept3 mydept
I can see the people in the other departments, but not my own.
Likewise, if I start it like this:
zhm mydept otherdept1 otherdept2 otherdept3
I can see the people in my department, but not anybody from the other
departments.
In the server.list file, I have the names:
mydept
otherdept1
otherdept2
otherdept3
But I doubt that the other departments have mydept in their server.list file.
I suspect that they may need mydept in their server.list, but I thought I
would
check with you before distracting all these people I don't know from their
work.
Is there a simple answer?

PS: We (at least my department) are running zephyr-2.0.4 without hesiod,
kerberos, or the athena environment on a machine running Solaris2.3.
