Hello,
My name is Charlie Dibia. I am the Head of Foreign Remittance at a well known
bank in the UK. I  am writing with a proposal that I hope will interest you.
As you are undoubtedly aware, former Yugoslav president Slobodan Milosevic
faced three indictments for war crimes, crimes against humanity and genocide
by the United Nations-created International Criminal Tribunal for the Former
Yugoslavia (ICTY) for his actions from 1991-2001.

Milosevic was a man who, similar to Hitler, believed in the creation of one
supreme race: his own. He attempted to eradicate other ethnic groups under
his power and in doing so committed some of the worst crimes against humanity
known to man. There is no doubt that Milosevic is an extremely evil man.

As you will see from the BBC website (BBC being an independent state funded
news broadcaster here, similar to CNN) Milosevic also deposited and transferred
huge sums of money in foreign bank accounts in an attempt to steal the money
from his people: 
At home in Serbia, Mr. Milosevic also faces charges of alleged corruption
and transferring state funds into foreign bank accounts.¯ (BBC) 

It is an unfortunate fact that this money is now tied up by national law
which means it cannot be returned to its original owners until his trial
is wound up, which could take years, and a further fifteen years have past
to ensure no future claim on the accounts. That is if all the money ever
gets found and the bureaucrats allow it to leave their countries. 
We have an account here that was opened for exactly this purpose. We want
to restore the money to its people, as is right, but cannot through domestic
law here requiring a wait of at least fifteen years. The only way to ensure
this unclaimed money gets out of the hands of the UK government is to have
it claimed by a beneficiary as inheritance. The listed beneficiary¡¯s name
matches your own name, hence my reason for contacting you specifically. 

There is absolutely nothing illegal in this idea. This money belongs to the
citizens of the former Yugoslavia and this is the only way to ensure it gets
to them. What would happen would be this: you would apply as the ¡next of
kin¡¯ of the account. We would authorise the payment to you. Upon complettion
of an electronic wire transfer we would arrange to distribute the money to
the governments in the region as private donations, leaving a percentage
share for you, for your troubles. Effectively you are receiving a transfer
gift¡¯. I re-iterate, this is not illegal and will not cause you any trouble
in your country. 

Slobodan Milosevic who was incarcerated is now dead as you must be aware.
His regime is quashed and you have no need to fear reprisals: you will be
anonymous. Do read through the UN¡¯s website so that you can make your own
judgment as to what you want to do. Thanks for taking the time to read through
