I noticed an unusual number of arps (1-10 per second) for kendall, one
of the test cluster machines, which was down at the time. Apparently
neskaya (on 18.72) wanted to talk to kendall real bad and didn't get
it that no one was talking back. I waited about 20 minutes and neskaya
didn't let up so I brought up a machine on kendall's address and when
the host manager kicked in, neskaya stopped sending datagrams to
kendall.
