What should happen here? Should /usr/include/syslog.h be reconciled
with the one in the zephyr source tree? Also, where did the one in
the zephyr source tree come from, and why is /usr/include/syslog.h
different?

What were you trying to do?
Compare
/source/athena/athena.lib/zephyr/clients/syslogd/syslog.h with
/usr/include/syslog.h.
What's wrong:
They're significantly different. Some constants (e.g.
LOG_UUCP, LOG_NEWS) which should appear in both only appear in
the zephyr version.
What should have happened:
They should be synchronized.
