With millions -- sometimes billions -- of dollars at stake, it is no fun to lose a competitive procurement.  But when should you file a formal protest?  What are your other options?  How do you take emotion out of the decision-making?  What can you do to increase your chances of winning? 

These are critical questions.  A wrong decision or a failure to understand and follow the rules only compounds the loss.
