Election has come and gone and expectedly, we the Contract Implementation and
Award Committee members were elected in the last election. And we are due to be
sworn in on the 29th of may 2003 for a second term in office. And I solicit
your strictest confidence in the transaction tendered herein; this is by virtue
of its being utterly confidential. We (my colleague and I) are members of the
Contract Implementation and Award Committee (C.I.A.C.) of the Nigerian
Liquefied Natural Gas (NLNG) and the Nigerian National Petroleum Corporation
(NNPC), the Petroleum Corporation of Federal Republic of Nigeria.
With our crude oil resources we have become the 6th largest crude oil producing
country in the world and we are also a member of the Organization of Petroleum
Exporting Cou! ntries (OPEC). Recently, the Nigerian government commenced
operation on exporting Liquefied Natural Gas (LNG) and that has boost our
economy.
The contract award implementation committee was in augurated in the senate by
the SENATE PRESIDENT in 1999 during our first sitting in the Senate. Our
primary duty is to review the condition of the countrys three refineries which
are presently not working with full capacity due to broken down equipments
caused by neglect of the past military regime of General Sani Abacha and
General Abdulsalami Abubakar, which prevented the Turn Around Maintenance (TAM)
for the past five years and award all necessary contracts for their
refurbishment. And also oversee all matters as it affect the oil and gas
industry in the country.
The committee has awarded a total of twelve (12) different contracts valued at
over US$885,000,000.00 (Eight Hundred and Eighty- Five Million Dollars) and two
contracts valued at US$62,500,000.00. In the course of our duty, my colleague
and I decided to over invoice one of these contracts to the tune of
US$55million dollars to be transferred from the Europe account of the
Petroleum/Gas (Special) Trust Fund (P.G.T.F.) into any account provided by you.
With all logistics in place and all modalities now worked out for the
successful transfer of this said sum, I have been entrusted with the task of
finding atrustworthy foreign partner by all involved members of this committee,
our associates with the Federal Ministry of Finance and the countrys apex bank
to whom we can transfer this funds. This is due to the fact that my countrys
civil service code of conduct does not permit any member of this committee to
own a foreign account or company while still in government.
We know that by Legally Subcontracting the entitlement to you or your company
we can have the said sum transferred to you in less than Fourteen (14) Banking
days. And to commence, we will require the name, address, telephone number, of
the person or company you wish to have receive this sum. These information will
enable us subcontract the entitlement and make an application for claim to the
account and audit department of the department of the NLNG/NNPC which will be
approved immediately.
We have agreed that the funds will be shared thus after it has been paid into
your account. 1. 10% of the money will go to you for acting as the beneficiary
of the fund ( the percentage is negotiable). 2. 80% to us the government
officials with which we wish to commence investment programs in Europe with
your assistance) 3. 10% is set aside as an abstract projection for
reimbursement to both parties for incidental expenses that may incurred in
course of the transaction. Please confirm to us your ability to assist us in
the areas of business investments in your country; and also information on your
financial status as to ascertain your capability of handling such huge fund.
