My name is Mr. Morgan Star. I am the Personal Assistant (PA) to the Head of African Banking in the World Bank.
As the PA, I represent my Boss in the Account Monitoring Team of the Organization For Petroleum Exporting Countries - OPEC and it’s oil activities in the petroleum sector of African countries. I also represent my Boss constantly in OPEC meeting at Geneva on the auspices of the World Bank.
Through the sale of World Bank representatives allocated oil quota from OPEC and other activities which I cannot reveal for now, I have been able to make US$28.5million, which is currently deposited in a Security and Finance company.
I want you to assist me to claim this money as I cannot claim it directly because I am still a civil servant, and the code of conduct bureau forbids me to acquire such amount of money. Let me also inform you that the deposit with the Security and Finance Company was not done directly by me.
It is on this basis that I am contacting you for assistance. If you will be interested, the documents with which the fund is deposited will be changed to reflect you as the depositor and beneficiary so that you will be eligible to collect the fund on my behalf. I will give you 30% of the fund for this assistance.
I am aware of the International Monitoring of all large-scale financial movements after the September 11th 2001 terrorist attack on America and to avoid any state of financial investigation, all legal documents will be obtained and relevant clearance will be classified.
