to the pockets of arms manufacturers and private contractors, while politic=
ians and lobbyists make sure the money keeps flowing. Military strategists =
adapt to grow their market. War is waged not against nations but against ev=
er-shifting, often ill-defined groups. American troops are sent to "assist"=
in disaster relief and are increasingly present in countries with vulnerab=
le natural resources.=20
