<p>"Let's fix federal contracting" is a common lament of national politicians-especially when they're in an election year. This is somewhat akin to calling for an overhaul of social security or our health care system; all wonderful objectives but not easily doable. In the case of federal contracting, there is nothing really wrong with the current system other than the occasional appearance of a bad egg (think Halliburton, millions in bribes for huge defense contracts, the U.S. contracting scandal in Iraq). But no system can completely guard against bad eggs.
<p>The appearance of full and open competition has to be maintained when spending public money. Yet competition using the open public bidding mechanism is cumbersome, creates long purchasing times, and incurs huge costs. The experts have been trying to resolve this dilemma for decades, and no one has found a better way yet.
