Just a thought.  Instead of creating a fake user, if the method is Web or
the method is Email, wouldn't this sufice to say that the record was
received via the web or email, and not by a consultant?

Some issues with a fake user is that the Web and Email code would need to
hardcode the fake user and we would need to remember to that the fake users
(Web, Email) would need to always be in the Oracle users table.  It just
adds to the possibility that something would break if the names were
changed or removed from the table.
