I don't remember seeing a Comments field.  Do you mean the
History field?  The area to the right of History would _not_ 
be an acceptable location for those who are using a small
screen and will have to scroll to use the buttons.  If
we move the History field to right a little and put the
buttons to the left of the History, it might be ok.
