SAP: LOG Vendor Evaluation

Hi SAP folk,
I am currently on SAP R3 3.0D site, I need to use the vendor evaluation
functionality in SAP, I have set up the main criteria for a purchasing org (
price, quality delivery) and assigned both a equal and unequal weighting. But
everytime I try to maintain the evaulation for a vendor by excuting the
automatic vendor evaluation program, only the quality criteria has 100%, the
other price, delivery have 0 %. What am not doing correctly?
