We use both , as well as the Sales Information System (SIS) (for the SD
group) to assist us with reporting requirements. Our preference is to use
ABAP Query  wherever possible, because it lessens the burden on the
Development Group (Our  SAP Project is divided up into three groups -
Financials, Logistics, and  Development - with a staff numbering close to
150 across the various teams)

We've had a lot of lively debate over giving the end user the access to Query
as well, since that access can give them the abiltiy to change the Queries
that are already out there ("not" that "anyone" would by any means
"maliciously" change someone else's query, of course...)

Currently the process teams have the authority to create and maintain
queries,  thus the lessening of the development burden I mentioned above.

The complexity of the requirements is a major factor in the decision
process as well, since the report may have to perform processing/joining
that is not
within the capabilities of ABAP/Query, and that can limit your choices as
well.  One of our major concerns is performance as well.
