Material-Specific Efficiency Keys

When I start a new product on an existing line, it must be at
something less than 100% efficiency. The rate routings allow unique
keys to be assigned to Setup, Production, and Labor, but the keys are
all over written by the work center efficiency keys. How can I assign
an efficiency to a material that is not overwritten by the Work Center
efficiency?
