Yes [1]

? Secondly, is there an API that will allow the dictionary to be
interrogated programmatically?

Don't know of an API, but you can do it with ABAP or even SE16.  If you
don't know ABAP it's as good a way to learn as any, and as the result is
"only for techies" you have an excuse if it turns out rubbish :-)

fields, allowed values, and so on.
