This doesn't seem to make much sense.
If you don't have SAPGUI installed, installing the server software is
an utterly useless exercise.
You can't *use* the server without having the client software
installed.
This would more or less be the same thing as saying:
"We're allowed to install the computer, but we're not allowed to
have a keyboard or a monitor connected to it."
You can't *use* the computer without having some input/output
devices...
