Regarding your point 1:
In my experience, every major ISP charges for their services for "opening a
secured connection with SAP towards router maintance". So even that is also
not very cheap. If cost is not the concern, you can also buy "R3Pack" to
automate all such procedures too.
The cheapest option for development (not for production environment) will be
to go for ISDN dialup link to local SAP support centre. Parallely use
SAPNet-Web, as more more OSS functionalities are being made available.
