This probably isn't a problem where your migration path is linear
e.g.dev->test->live.

However we don't have that.  We have a number of dev clients (on one
instance) working in parallel.  Thus if client 001 do customizzing and
create entries entries A,B,C in such a table and in client 666 someone
makes X and Y we cannot get  A,B,C,X,Y into our shared acceptance and
live sites without rekeying.  (Before anyone asks, they can't both
create the same entry, this is enforced by naming conventions).

So, 2 questions:

1) Does anyone have a way round this?  Or some clever program which can
extract & merge producing a union of the sets?

2) What is the reason for it?  An example is table TVCPA - sales doc
copy control.  I see no business reason not to transport subsets of
theis table.  Is it just a historical inheritance of some old technical
limitation?
