Fair questions!  Some answers:
OSS is Online Support System, run by SAP as part of the support
to licensees of their software.  It contains a wide variety of
information, most extremely detailed, and it is quite useful
for SAP users.  One gets on OSS by being a SAP customer and ]paying for 
support.

If you are going to be working on an SAP project, then someone
must be licensing the software - that would be where the support
link would originate.  Also, I would think that the SAP sales rep would
have been responsive to a request such as yours.  Again, there should
be a contact point to SAP for both sales and client services for an
active SAP project.
