How to set up rough cut capacity in SOP ?

I tried to set up rough cut capacity in SOP . The documentation says
"now enter your value" in the capacity fields of a rough cut capacity.
I assumed that this is the available capacity of a period . When I
displayed the capacity situation I got extraordinary high results
(billions) . Detailed planning and rate planning worked fine. Can
somebody tell me which values have to be entered in the rough cut
capacity fields ? The documentation is not sufficient in this matter.
