Using HTML in news is not terribly friendly to most news readers.  
You may be using a buggy/obsolete version of Netscape Navigator.  That's
the only news reader that I am aware of that inserts some HTML tags into
news message in ways that represent neither news nor proper HTML.

There are quite a number of UNIX-based pager systems.  I've got several
referenced on my web page:

There is a standardized protocol for talking to alphanumeric pagers,
assortedly known as IXO or TAP.  Software is available for a variety
of platforms.

You'll likely find it easier to automate transmissions coming out of
R/3 by using a UNIX-based package, and:
a) Have the relevant R/3 events drop the message (and routing info)
into a file in a standard location
b) Raise a "SEND_PAGE" event
c) Define a SEND_PAGE job to be initiated by the "SEND_PAGE" event
to run a shell script that runs an appropriate UNIX shell script
to send the message.
