Availability in Process Order

We are using QM and PP-PI for our manufacturing Process.At good receipt for
Purchase order, an inspection lot is created.
When we want to release our process order,we want to consider that our
components in inspection are available.
Without QM, we have no problem because with the checking rule,we indicate
that Quality inspection is considered as available.
With QM,it seems that the cheking rule has no effect and the system
consider our inspection lot as unavailable and we can't release our process
order.We are using release 30D.
Any help will be appreciate.
