The first one is the same as going to http://service.sap.com/notes ... which
is the place to do an OSS note search providing you have a valid OSS id and
password.
The second link you posted is the place to request an OSS id and password /
link your OSS id and password to all the other related support portals ...
The simple answer is to just use http://service.sap.com
