You should do a customizing copy with SCC1 (profile SAP_CUST).
Not the USERS will become destroyed but if you have already HR
productive, you will certainly have configurations, that will get
overwritten. If your HR is "empty" as of yet you can copy without
damaging anything. I would though try that on a test system (or on a
separate sandbox that is a copy of your production) first.
