Hi Andreas,
in order to use scales across order items you need to work with group 
conditions. You set the flag in the condition type definition and you 
can enter a routine (IIRC material group is one of the predefined 
routines) to create the group key for each item that decides which items 
are to be summed up for the scale base. Creating a new routine here 
should give you the flexibility you need, given that the logic is 
defined (don't laugh, I saw the opposite too many times) clearly and can 
be provided to a programmer.
