Dont do it. There are several internal limitations in creating a
profile. Not all combinations of parameters are working. SAP delivers
all possibilities, which work without loss of data and without creating
inconsistencies.

Profiles are selected as customizing, users are master data. The users
require the profiles to work. It is useless to copy users without their
profiles.
