After SAP patches up to the latest for HR, there are some changes into
the appraisal screen layout. We figured out that once we attach a
file, it did not get routed to the reporting officer as it used to be.
Patches status
ABAP --- 47
R/3 --- 47
Basis--- 47
HR --- 84
I got the below messages from the system

tehcnical reaons. Query.
The system prompts for Verifsign certificate and i clicked yes.
However, i have no SSL certs at all as there is no s in my http.
