Is it possible to create foreign keys at DB level?

Hi,
after short investigation I've found that foreign keys defined at SAP level
are not transfered to the db level, so if I try to broke the integrity
violation via abap program - there are no any problems to do that.
My question is: is there a way to force creation at db level using standard
sap tools? Am I missing something when crete a foreign key?
Any hint (or point to a related info) would be greatly appreciated.
