r3 PP 2.2d - capacity formula changed

I have been testing on the R3 version 2.2d (comming from 2.2b). I found that
in production planning module all of my scheduled capacity was either zero
or an extremely small value. We logged it on OSS and found out on Friday
that the numerator and denominators were switched in going to 2.2d. This
was to match the documentation that had been in error. Once we reversed the
values in our reference rate routings (and rescheduled) the planned orders,
all was well. We never remember this changed being written up in the release
notes.
