Q: limiting user abilities

Because our OSS connection is down (again) I would like to post some
questions here about limiting user abilities in the R/3 environment.
At the hospital we are developing our own system with ABAP/4; we don't
use any standard R/3 modules.
Is there a way to limit the number of times a user can log on to SAP?
Similarly, is there a way to limit the number of sessions a user can
open? There is already a maximum of 6 per user, but for some users we
want to limit that amount to 2 or 3.
And finally, is there a way to get rid of the 'System' and 'Help' menus?
When defining a GUI status, these two menus are automatically added to
the status. I know you can block out some or all of the transactions in
these menus by using transaction SM01. But we want to get rid of these
menus altogether or remove some of the transactions from these menus.
