One way to proceed is to transform the geographic (spherical coordinates) to
rectangular and then plot using the Venables and Ripley function "eqscplot".
This has worked well for me, but you have no topographic background; however,
it is good for initial pre-cartography spatial data inspection.
Software to do coordinate transforms to most of the common global projections
can be found at the US Geological Survey in Washington. Using Mosaic:

Alternatively, if you just need to go from geographic to the UTM or Lambert
Conformal rectangular grids I can provide Fortran (MS ver. 5) subroutines that
run on a PC.
