I apologize for waiting so long with the summary. Thanks to Pierre
Duchesne <duchesne@DMS.UMontreal.CA>, Stefan Hrafn Jonsson
<stefanj@pop.psu.edu> and SmithSJ@mar.dfo-mpo.gc.ca for enlightening
answers.

Here is the original posting:

SmithSJ@mar.dfo-mpo.gc.ca suggested using

 @MANUAL{SP2000,
   title =        "S-PLUS 2000 Guide to Statistics, Volume I",
   author = "Mathsoft",
   organization = "Data Analysis Products Division, MathSoft",
   address =      "Seattle, WA",
   year =         "1999"
}

and Pierre Duchesne mentioned

 @MANUAL{Splus,
       TITLE="S-PLUS Reference Manual",
       AUTHOR="Statistical Sciences, {Inc.}",
       NOTE="Seattle: Statistical Science, Inc.",
       YEAR=1991}

As to whether to refer or not, Pierre Duchesne wrote

Stefan Hrafn Jonsson suggested to look at previous publications in the
journal of interest "to see if software/programming language should be
in the bibliography".
