Here is the summary of the many helpful responses that I 
received:

Actually, I didn't realize that a person could convert right
from tex to html.  Very cool indeed!

I have a just purchased a pretty decent book on this topic,  _The LaTeX
Web Companion_, by Goossens and Rahtz, published by Addison-Wesley.  I'm
finding it helpful for pdftex, hyperref, and so on...

I ended up downloading HEVEA and using that on Windows 98.

It works very nicely, except for the grey background.  However,
I can live with grey.
