Yet another Wrong error mesage from SSL affecting Project DB.

Today I worked with Kevin Cunningham to solve a mystery:
He would connect to https://arachne.mit.edu/
Netscape would announce Arachne's certificate and then
Netscape would spin it's little icon and eventually time out without
EVER reaching the project database.
Somehow Kevin's Personal Certificate was lost.
So if you connect to https://arachne.mit.edu/ and get a long pause and
no connection, this is Netscape's way of telling you that you don't have
a personal certificate, and that you need one.
