Issue numbers and task numbers

I created new issue numbers and new task numbers for the Project
Database Project today. I was surprised at how high they were.
When I originally suggested the notion of an issue number, the idea in
my mind was that issues would have unique numbers for a particular
project. It looks like the issue numbers are unique across ALL projects.
This may mean that in the not too distant future, everyone will be
dealing with hard-to remember 4 or 5 digit issue and task numbers.
I'd like to request an enhancement that new issue numbers and new task
numbers be assigned as one-greater than the higest number presently in
use for the particular project.
I do not know how hard it will be to implement this.
