1. Anybody(with MIT certs) now can create a project (once I make the mods
on Arachne) but :
- if the user creating the project is not a director:
the user is not asked about process and practice and these two fields are
set as NONE
the user is automatically added to list of team leaders (so he can latter
on modify the project)
2. The field formal/informal is left for its initial purpose (I do not know
what it was). Anybody creating a project can make it formal or informal and
latter on it can be modified.. in anyway. We may, therefore, have projects with
a defined process being informal and projects with no process formal (if the
leaders of the project feel like setting the bit this way).
3. as of now , most of the projects seem not to have bothered to set the
formal/informal bit.
