Bill, I think your suggestions are sensible. I think that in practice, the
leader(s) will consult with the appropriate director before setting the
project to Formal. This does imply a commitment by the entire organization.

Bill, Susan Minai-Azary, Roger Roach, Bill Hogue, and I discussed this a bit
Monday and support what you have outlined here. We all plan to make the
Project DB our "system of record". We also discussed a few methods to keep
the quality and timeliness of at least the "formal" data in good shape.
