I believe marking a project as Official enables us to differentiate
between the projects that people think would be nice and the ones that
have an institutional committment.

When some interested customer comes a-looking to find out why no
progress has been made on a favorite project listed in the database, the
organization can say either "You're right, that's an official project. 
We will investigate why it isn't moving." or "It's an unofficial
project.  Other work gets done in preference to doing it."

I think we are not a "Command and Control" environment, but that we
still have some hierarchy, and some amount of collective oomph that is
directed towards some things and away from others.
