As Mike surmises, you must (for reasons, I believe owing to bugs in
Netscape) destroy your old certificate before getting a new certificate,
otherwise the new one doesn't work.

From the Netscape "Options" menu select "Security Options".
Got to the "Personal Certificates" folder.

Select your MIT certificate, and destroy it.
Then try getting a new one.

It is NOT the case that the server is down, because I just successfully
connected to the projects database, both directly through
https://arachne  and through the Project Database pages.

If destroying the old certificate and getting a new one fails, try going
directly to https://arachne and confirming that that avenue does not
work.

If it does work, hold down the shift key and hit REload on the Delivery
web page.
(IE force it to update with extra teeth.)
