Thanks for your inquiry. The project database that we've been using here in MIT
Information Systems is a purely home-grown system, based on Oracle with a
home-grown application language, based on Scheme (a dialect of Lisp--an old MIT
favoriate of languages).
While we've used it to track projects, not ongoing activities, since 1996 or so,
we're expecting to retire it in favor of another system later this Summer. We
have never used it to track resources, estimate costs, compare to actuals, etc.
We've never productized the system, so we don't really have a way of "giving"
you the system, no glossies, no ASP services, etc.
Given all that, I don't think our system is a particularly good fit for your
needs, but if there's a specific questions you'd like to ask, feel free to post
