I'm quite satisfied with all of the changes in your proposal.  To the
degree that I can, I'd be glad to contribute/comment on various guidelines
as you propose.

One question did occur to me given all of these changes, on which past
practice has been inconsistent. Do we expect that the project-db will have
one entry for each {project,process} pair that has ever existed, or will
there only be a single entry for each project? I would prefer the former
approach, as it preserves lots of valuable information such as the team
leader, team members, etc. should they be needed in the future.
