a possible refinement?

One of the interesting points in today's acmg was description of a system
that only provided buttons for modification or editing if you had the
ability to modify or edit.
It struck me that instead of allowing people to select modify and then
telling them whether they are able to modify or not, the project database
really should construct the page without the modify button if you don't have
the ability to modify it.
I'm not sure how hard this is, but I think it is worth considering. If the
database shows you a button, you should have the access rights to use it.
