Update to Project DB Project Notebook.

I accepted the task of "Revise the Job Flow Analysis and put it on the web".
In order to make the Project DB Project Notebook more useful so that
whem people went looking for the Job Flow Analysis, they'd find it
useful and in a useful context, I created a new top-level web page for
the Project DB project notebook:
http://web.mit.edu/project-db/www/
I converted the Job Flow Analysis draft that I circulated to HTML and
put it below that page, along with some surrounding text to describe the
initiative.
I've taken rather a large number of liberties to create this top level
project notebook page. Please email me with things I should change.
My next step will be to revise the Job Flow analysis as per feed back I
have received. Anyone wishing to feed into it, should send email either
to me or the project-db list. I'd really like to hear more feedback,
even if it's "This sucks so bad I don't have time to tell you what I
hate about it."
