The next step after requirements analysis is design.

The formal requirements analysis we did took two months.
I don't think we want to spend that long doing a formal design.

OK Stakeholders: How will we design the UI and workflow in a more
fast-track way so that we can deliver this needed functionality QUICKLY
without sacrificing too much?

It seems to me that Kevin Cunningham's prototype for Discovery Projects
was pretty good. In my cursory review of Diane's prototype, I felt that
some changes she needed to make as the scope broadened were too closely
focused on a "Records in a Database" rather than a "Person Doing Project
Management" paradigm than I, personally would have done.

Perhaps some new forms can be prototyped that are determined to be close
enough for version 1.

Perhaps the existing forms are close enough?

Bob, Tim, Greg: What is your sense of the way we should determine this?
