user-interface changes

Here are the tasks I took from talking with wdc last week. (My status
report/to-do list has project names appended to short descriptions of
each task).
- project-db: project status should be select box
- project-db: bullet list of "comments"
- project-db: put "add comment" on "modify project" page
- project-db: remove italics for proj. descriptions
- project-db: need pointer to list of status values / meanings
- project-db: need newline before "actual date"
- project-db: look at weirdness on irix 6.2 page
- project-db: issues list has "open" where it should have owner"
- project-db: find or create code to modify issue
- project-db: adjust status values stuff on sysmenu.html
- project-db: maybe hyperlinks for team leaders
